Bhutan’s 21st Century Economic Roadmap, released by the Prime Minister’s Office, is not just a policy document—it is a powerful national vision for transformation. With the bold aim of increase the private sector’s contribution to GDP from 46 percent currently to between 60 and 65 percent by 2050.and aligning economic growth with Bhutan’s cherished Gross National Happiness (GNH) philosophy, this roadmap lays the foundation for sustainable, inclusive development. It calls for a vibrant entrepreneurial ecosystem, investment in human capital, and global partnerships—all areas where Australian expertise, particularly through education, entrepreneurship, employment, and innovation, can play a catalytic role.
Since 2013, I’ve had the privilege of working in Bhutan through Workforce BluePrint and more recently via Blue Poppy Ventures, collaborating with government, education leaders, and private enterprises. This deep and ongoing relationship culminated in attending the Bhutan Innovation Forum in March 2024, where future-focused topics like strategic workforce planning, vocational education reform, green skills development, and the vision for Gelephu Mindfulness City (GMC) took centre stage.
The Economic Roadmap outlines seven strategic enablers—governance, private sector development, human capital, infrastructure, market access, financial systems, and innovation—that are intended to support Bhutan’s transition to a knowledge-based economy. Critically, it also recognises the urgent need for employment creation, with a focus on youth and women, by building skills and supporting micro, small, and medium-sized enterprises (MSMEs).
Aligning Bhutan’s Vision with Australia’s Strengths
Australia’s strengths in education, skills training, sustainable development, and entrepreneurship support directly align with Bhutan’s economic aspirations. Here are several key areas where collaboration can accelerate Bhutan’s journey:
- Technical and Vocational Education and Training (TVET) Transformation
Bhutan’s roadmap calls for a significant shift in how vocational education is delivered—moving toward short courses, microcredentials, and practical learning embedded in industry needs. Australian Registered Training Organisations (RTOs), particularly those with experience in competency-based training and industry partnerships, can support Bhutanese providers in redesigning curriculum, introducing skills recognition frameworks, and training the trainer programs.
At the Bhutan Innovation Forum, this was echoed repeatedly—Bhutan is seeking global TVET partners to co-create training programs that are fit for purpose. For example, short courses in sustainable construction, electric vehicles, horticulture, green tourism, and digital entrepreneurship are highly relevant.

- Entrepreneurship and Innovation Ecosystems
The roadmap identifies the critical role of entrepreneurship in building resilience and driving growth. With over AUD $100 million allocated to support start-ups and small businesses, there is a clear opportunity for Australian mentors, accelerators, and investors to assist Bhutanese entrepreneurs to launch, scale and connect internationally.
Through Switch Start Scale and Sea to Valley Startups in Australia, we’ve helped over 15,000 founders (75% women) start or grow their businesses—experience we can adapt for Bhutan through entrepreneurship bootcamps, innovation tours, and cohort-based mentoring programs.
- Gelephu Mindfulness City (GMC) and Strategic Workforce Planning
GMC, a flagship project under Bhutan’s economic diversification agenda, is envisioned as a net-zero smart city with spiritual and ecological harmony at its core. It will house clusters focused on green energy, digital finance, education, and wellness tourism.
Strategic workforce planning is essential to ensure that the right skills are in place to support this once-in-a-generation city. Through the TAKE ACTION methodology developed by Workforce BluePrint, we can help Bhutan design workforce development strategies that integrate foresight, AI tools, skills taxonomies, and inclusive employment models for women and people with disabilities.

Suggested Actions and Partnership Opportunities
As someone with a long-standing relationship with Bhutan and deep ties to the Australian education and business ecosystem, here are practical ways I can help Bhutan achieve its roadmap goals:
- Facilitate delegations and innovation missions between Bhutanese stakeholders and Australian VET institutions, universities, and startup incubators.
- Design and deliver microcredential programs aligned to Bhutan’s priority sectors such as construction, agriculture, hospitality, and renewables.
- Establish a Workforce Planning Lab in Bhutan, bringing in Australian experts to co-develop labour market strategies, especially for rural and regional areas.
- Support First Nations and community-led entrepreneurship models from Australia that can be localised for Bhutan’s villages and dzongkhags.
- Assist Bhutanese policymakers with a framework for Recognition of Prior Learning (RPL) to unlock existing skills in the informal economy and among returnee migrants.
- Mentor Bhutanese startup founders, including women-led businesses, through virtual cohorts and exposure to international markets.
- Promote GMC globally, positioning it as a sustainable innovation hub with investment and workforce partnerships supported by Australian know-how.
